The below image depicts the wind speed based on latitude. The closer the number is to zero the closer you are to the equator. This plot generally shows there is NOT great significance to the wind speed and location based on latitude. The graph is a bit noisy and it seems as though a wide range of wind speeds can be found at almost any given latitude.
